On 23 May 2023, Consultation Regulation Impact Statement – Televisions, Computer Monitors and Digital Signage Displays is opened for public comment. Proposed changes are to align with European Union requirement, update energy efficiency and labelling requirements and introduce energy efficiency labelling and standby and network power requirements for digital signage displays. Household and similar electrical appliances - Safety - Part 2.96: Particular requirements for flexible sheet heating elements for room heating

Identical adoption of IEC 60335-2-96 Ed. 2.

  • Scope revised to specifically include heating elements incorporated into floor and walls (below 1.2 m or above 2.3 m) and ceiling. (Previous wording was "incorporated into the building to heat the room in which they are located.")
  • Scope exclusion for heating appliances intended to be used under a carpet is revised to reference 60335-2-106.
  • Standard now considers installation in a concrete "wall" or ceiling as well as a concrete "floor."
  • Additional marking requirement for the flexible heating element to be marked with a reference number or other means of identification if the appliance is supplied  with separate controls, with detachable controls or without a control. (Cl. 7.1)
  • Additional instruction warnings.
  • Additional instructional and constructional requirements for heating units to be installed into a wall. They must EITHER incorporate a metallic shield, OR be class III, OR be constructed with a base material and metallically screened, electrically insulated heating wires, OR be installed with an electrical conductive screen that is installed toward the covering materials and connected to earth of fixed installation. (Cl. 7.12.106)  
  • Additional constructional requirement for heating units that are intended to be installed below 1.2 m. They need to be either Class III or fitted with an earthed conductive screen (Cl. 22.106).  Additional tests to verify effectiveness of the protection system (Cl. 22.106.1).
