Approval and Test Specification – Electrical Portable Outlet Devices
The major changes in this edition are as follows:

  • Socket-outlets on an electrical portable outlet device (EPOD) shall conform to all the “Socket-outlets with additional protection to restrict access to live parts via aperture sets” requirements of Appendix L of AS/NZS 3112, i.e., they will require shutters or similar protection (Cl. 5.5.2).
  • “Total load connected is not to exceed the rating of the EPOD” warning revised from “shall” to “may” (Cl. 9.1).
  • Wattage or volt-ampere marking no longer required; shall be marked with a voltage and current (Cl. 9.1).
  • EPODs not permitted to have voltage transformation circuits with user-accessible outputs higher than the safety extra-low voltage (SELV) limit (Cl. 2.4).
  • The option for a lampholder (AS/NZS 3105:2017 Cl 5.5.6) is removed from this edition.

Regulatory changes

Electrical safety requirements for e-transport devices — Victoria

Due to increasing electrical safety incidents with e-transport devices, EnergySafe Victoria are proposing to introduce certification requirements for e-bikes, e-scooters and e-skateboards to reduce battery fire risk. 
This consultation paper:

  • Outlines the nature of the safety risks and relevant incident data.
  • Summarises existing regulatory requirements in Victoria and other jurisdictions.
  • Discusses the proposal to make e-transport devices and their lithium-ion batteries “controlled electrical equipment” under the act.
  • Discusses the relevant safety standards that would apply for certification and the phasing-in of any new requirements (AS/NZS 60335.2.114 for e-skateboards, e-mono wheels, self-balancing skateboards and their batteries, AS 15194 for pedal-assist e-bikes and their batteries, AS/NZS 3820 for other e-bikes).
